Short answer: not at all.
Long answer: you'd have to make them admins and grant them FTP access. As Thu suggested: this will no doubt lead to serious troubles. Look for other upload methods.

But is there any way or mods that member can upload mass files convenient to set files into one Category,not one by one.

There are several, check the corresponding mods board, or make them use XP Publisher.
Files don't go into categories though, but albums.
