How to restrict user albums and pictures?

How to restrict user albums and pictures that they can create one album and upload limited number of pictures?

they can create an unlimited number of albums within "user galleries" and upload as many pics untill they reached their quota (doesn't depend on number of pics, but webspace used for storing the pics).

out-of-the-box, there's nothing you can do about this. There's no mod around that will do what you request afaik, so if you need this feature, you'll have to code it...
