Terms and Conditions - Move order of it?

I am using the Coppermine as stricly an E-Card program. It is working well. I have it setup so that you have to be a registered user in order to send an e-card.

I would rather have them accept the terms and conditions....AFTER they have selected an ecard and are just about ready to send the card.

Is this possible?
