How to allow moderators to accept photos?

Hi guys,
How to allow moderators to accept photos?
at this moment I've got 400 users and about 100new pictures daily, is it possible to accept photos by moderators? I would like to not have 5 or 6 admins, at this time I have 3 of us and its enough.
