I strongly suggest upgrading to cpg1.4.x instead of fiddling with a new theme for cpg1.3.x

You can use cpg1.4.x together with the arabic language file that was made for cpg1.3.x (using the language fallback feature that was introduced in cpg1.4.x).
This way, your site's visitors will be able to see your coppermine-driven site in arabic. However, you mustn't administer your site using the arabic language file, because you'll be missing some options that have been added in cpg1.4.x and therefor don't exist in the old language file.
The best option however would be to create an arabic language file for cpg1.4.x and submit it to the community. We rely on user-submitted contribution. If you plan to start an arabic translation, please review the translation section of the docs and the threads refered in it.
I really recommend not to start a fresh project with an outdated package (cpg1.3.x is outdated), as support will run out pretty fast.
However, if you must use cpg1.3.x, this is the download link to the outdated vbulletin theme for cpg1.3.x.: http://prdownloads.sourceforge.net/coppermine/cpg1.3.x_theme_vbulletin.zip?download
