I have successfully transfered the mysql stuff, but I'm still getting this error, why??

as a user lwavenue_gallery didn't have access right !
check the username and check your database manager to give that user all privilages

They do. BUT I'm still getting that message. is there a way to like make a new user, give them privleges, and then change the settings to point to the new user through mysql?

Yes, make the user and then edit include/config.inc.php to contain the new details.
