Video Upload Problem

Ok, I just got 1.4.8 set up and think I have it configure right. uploaded many pics no prob. Set a video size limit of 10mb tried to upload a 6mb file. no go. It sits for awhile and them says 0 files uploaded. I checked with my host and there is no max on file size uploads.
Am I missing something in the configuration?
