administrator without config power

is it possible to make an "administratior" without being able to get to any of the extra sections other than modifying albums and creating new ones?

It's not possible with the current code. Theoretically, you might be able to edit the admin check at the top of admin.php for it to work for a new group: uber-admin. Then add the new group. Haven't tested, though. And it's not recommended to give other people admin access. We've seen cases of people sabotaging galleries when things go sour...
