Can't upload by URL

Well I use version 1.4.6 and I get this error when uploading by URL
File Name/URL                                                                            |  Error Message
1. http://img71.imageshack.us/img71/5133/flaremaker29dd.jpg           |  Could not open URI.

I'm trying this in a freehost... this is the second1 where I get this same error.
Do you thik it is because of php.ini (I'm noob) or something else?

Check that you have url fopen enabled.

where is it? in php.ini or something like that?
I'm using a free host so I can't edit it...
If that's not locate don there where it is?
