User upload permissions

I have searched and I am unable to locate an area which allows regular users to upload pictues. I have enabled registration.

Okay, now I see the ability to upload, but it says that the user does not have permissions to upload?

Either allow personal galleries or create some public galleries with upload permissions set. Pleae search the board and read the docs, this is asked and answered frequently.
