403 Permission Denied after upgrade

Upgraded to 1.4.8
and now I get tis when I click on any question mark helper.
403 Permission Denied
You do not have permission for this request /gallery/docs/showdoc.php?css=classic&f=index.htm&as=admin_general_name&ae=admin_general_name_end
This didn't happen before the upgrade
What changed?

The only way you can see this issue is to be logged in as an admin.
The little question marks that explain the settings in the config area bring up the error.
I like to have them as an extra mind jog.
I didn't change anything on upgrade. 
I did a version check and it came back with write permissions warnings on a few folders and says one file is from a previous version (config.inc.php?)

May I PM you an admin log in?

SOLVED
I uploaded the docs folder again and now it is working.
everything looked like it was there... must have corrupted on upload.
