Changing Server Time Offset Via phpMyAdmin?

Is this possible and where do I do it becuase I'm getting cookie errors and this is the last thing I can think of to try.

- what cookie error !?
- if you need to change CPG time offset you can go :
admin mode => config => General setting =>Timezone difference relative to GMT
and if you want to change it by PhpMyAdmin you should change the time_offset value of the xxx_config table

Hi,
Tried changing the time offset and that didn't work either.  >:( I just get the cookie error:

this is not time offset ,check your xxx_config table with phpmyadmin and look for "cookie_path" it should be "/" without ""

Thanks for your help.
Have tried the / with the cookie but it does'nt work.
I'm going to try updating now and will let you know how I get on.
