Does anyone know of an image gallery program that has most of the same features of coppermine but is designed for public use?

What do you mean by "public use"?

Instead of haveing user galleries for each and every member to use. Instead they  have access and can upload files on all gallery's not designated as private (My use only).  They also do not have user gallerys

If you want an example I could show you.

First of all, I'm surprised you expect us to recommend another gallery program.  We all know & love Coppermine, of course.

Secondly, Coppermine does what you want to do, as you will see from reading the documentation (linked above).  You can turn off personal galleries and you can set album permissions for public upload.

A Suggestion: On Albums change the "Visitors can upload files" to "Groups can upload files" or something other then visitors. It sounds like you mean anyone.

Can be anyone - you can allow anonymous uploads. That's why the text doesn't say "user", and that's why there's a footnote that explains the setting.
