Thumb size problem

Hi you all guys!
I have a realy bigproblem for my site of avatars... You see all avatars in my gallery should be not bigger then 9 kb, but when anyone is uploading the avatr to album its thumb size is always bigger then 10...
How can I cange this?

If there's no way to fix it thwn, can you tell me how to wright under the logo thw worning to my users?

ps. I'm sorry if there's already the topic like this, I realy was looking but didn't saw it...

thumb size depends on dimensions, color-depth and compression. You're free to change those parameters. You can't just set a parameter "max thumbail filesize".
After changing thumbail parameters, you'll have to re-create your existing thumbnails using the admin tools.
A link to your page and the settings the have an impact on thumbnails might help.

Were can I change those things? I just don't know php realy well....
