Tell me about Coppermine

I am from Australia and I came across a trophy web site that had Coppermine at the bottom of the pages.
I want to set up a web site and would like to know how this programme works, does it cost anything, how to use it etc.
I want to set up my website using frontpage and my system runs on XP.
I know very little about computers and especially this program but it looks like it is the program I need on my web site.
I hope someone can explain the whole situation in simple terms especially how to go about it.HELP

Don't use MS Frontpage to edit coppermine files nor use the uploader integrated into Frontpage.
