Modifications/Add-Ons/Hacks forum

Is there a particular reason I cannot post in the Modifications/Add-Ons/Hacks forum? No matter where I go in that forum, I never get a "New Post" option.

What gives?

Post your mod on a regular support board and it will be moved into the mods board by a moderator.

But there is no proper forum for a mod request other than this forum? This does not make any sense.

The description of the mods board is fairly self explanatory
