how do i increase the picture size for the individual user.

you mean the max filesize of one pic a user is allowed to upload? You can't set this individually, but only globally.

ps: when i set the size file to be bigger than the default, why doesn't it show up in the user quotas?

global setting max file size is not related to user quotas, read the docs.
