Comment and Rating Tables Help

Hi Guys, I would like to change the table widths for the " Rate this File", "Add your Comments" and the table for comments already made. But i'm having the worst time - I change one attribute and check it but, mostly can only change a portion of each. Maybe a little insight from the masters would help. All I need is one example. And a hint as to where to look?

config -> Image view  -> Width of the table for file display (pixels or %)

maybe its the version: cpg=1.4.4 / no bridges

At the risk of sounding realllllllllllllllly dumb here! I don't have a "config.php" file in my directory? I've searched my whole site including the back-ups & my server and ???? can't find one. I also did a "find and replace" search for "config image view" thru the entire site and ? still nothing. I know it must be something simple or worse - maybe during the upgrade - I missed something?
BTW - most everything works and functions just fine. It's just the tables are different sizes and makes the page look bad.

just click 'config' in your admin menu
