Allow admin to deceide what and if user's gallery albums can be edited and or deleted by users (makers)

also have it when a member registers an album in their registered name is created in the Users Gallery and shows up in their my gallery and can
edited, uploaded etc by the user.

I think AWJ is working on this as a mod ( he says that it can also  be used with bridging)

both features do already exist:
http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#admin_user_editpics_public_start
http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#group_cp
With those two settings, you can turn those features on and off. A more granular setup is hardly needed and will not go into coppermine's core code.

uploading user can edit and delete files this is what the instructions say.  i wass looking for something that would seperate the delete and edit function.  give them edit priviliges but not delete.   but now that I think of it it probably is not possible.
You know how there is a pop up that says "are you sure you want to delete this?"  would be nice if it cam up and requested a special password....that only admin could set.

No.... that does not do the request that only lets the user do an album AFTER they are registered..  see this post:
