Coppermine as a community's free local photo site?

Hi,
 100% new to Coppermine. Haven't installed yet. I've read through the docs a bit but thought it best to ask...

I'd like to set up a free photo archive for my community, Vashon, WA
(http://www.vashonchamber.com/).

Here are the key features the should support:

* any local community fan can upload photos to the site
* a moderator is notified of uploads, or at least can check and erase errant ones.
* uploading users can have the photos identified with them. Perhaps their own section of the site.
* uploader and guests can comment on the photos.
* etc. TBD.

Is Coppermine capable of the above? If not, where should I look?
I could roll-my-own but would like to find a starter package at least.

no moderator status - there's only "admin" or "regular user". The admin can approve/disapprove pics

that's what we call "user gallery": yes
