Hello! I am currently using version 1.3.3. Because of this, I am unable to upload gifs. I know that there is a hack/mod available to allow me to upload gifs, but I also know that the newest version allows you to upload gifs. I was *hoping* to be able to upload animate gifs . . . but I'm not sure if that is at all possible? Anyhow, my real question is: I know that I will not loose actual data/photos if I were to upgrade, but will I loose all of the template modifications I have made?

you'll have to apply the stuff mentioned in the theme upgrade guide that comes with cpg1.4.x to use your cpg1.3.x theme with the new version - please read the docs.

However, no version of coppermine has full support for animated gifs, as the image libraries coppermine uses (both GD and ImageMagick) don't support animated gifs. This means: you can add animated gifs, but the thumbnail and intermediate pic will be a static representation of the animated gif (first frame). However: animated gifs are being considered as deprecated anyway, I suggest reviewing the whole idea of using them.
