Pop-up help menus - can I change the wording?

When you click of the ?/help icons, popup windows appear with instructions, etc.  Is is possible for me to change the wording in some of those popups?  I'd like to help my users better understand what their next steps should be  - short and simple instead of the (wonderful) full explanations that are currently there.
