additional options for mods?

I see that moderators have additional options like

Create / order my albums     Modify my albums     My profile     Sort my pictures

in 1.4.2. Even though I have disabled User Galleries these options appear....this shouldn't be happening right?

If they get those options then you haven't disabled user galleries.

 Albums can be private (Note: if you switch from 'yes' to 'no' any current private albums will become public)     
Show private album Icon to unlogged user

both options are set to No.

Groups page - 'Personal gallery'. Set that to no. The settings you refer to are different features, check the manual.

not a new feature, has always been that way, in all coppermine versions ever.
