Language help

The integrated Bulgarian language doesn't work (requires utf-8 charset). When I put utf-8, nothing happens. The symbols are like these: снимк (see them in Western (ISO-8859-1) to see how do they look like)
So, I put a new one which uses windows-1251. But I can't find where to set the charset. I tried editting charsetmgr.php.
There are two lines:
                      'Cyrillic (windows-1251)' => 'windows-1251',
                      'Cyrillic (koi8-r)' => 'koi8-r',
The problem is that in the admin panel the first one doesn't appear.
So, I tried to edit the theme's template.html.
Didn't work. What should I do??? Where should I set the encoding?
I'm using Firefox 1.0.7

P.S.: sorry if this isn't the right category, but I don't know where to post it after thinkink for about 5 minutes ;)
