I think I brought this up with regards to 1.3... I got messages in foreign languages, too. Not sure if this is a bug or a feature, though.

It's not? Think of the advantages:  You now know the user's preferred language, you can make use of your previous Spanish lessons, or start to learn a new one. You have confirmed that your website has international appeal, and you have a new registered user!  ;)

I'm just curious though.  Was language select or language flags available to that user when he/she registered?

Yes, the original gallery get massive hits from ALL over the World.
English maybe the most widely spoken language, but i wont force users to use it.

I think it would make sense for notifications to be sent in the default language since presumably that is what the admin of the gallery understands, rather than the visitor's language.

Oh I agree 100%, I was just curious if there was a connection between what language the user selected and the notice the admin received, that's all.

I would think so. I allow language selection in my gallery and have gotten a variety of languages in notifications.
