including a header in template.html

i wanted my coppermine gallery to share the same header that i have for my forum and site, so i changed the document to a php one and changed it in the lang file so theres no problems with linking its reading from template.php, but when i use the include function nothing comes up

my header or footer do not show

any one know why this is and how to fix it??
