adding new box to adapt home page

One more weary query from me.

Is it possible to add a text box above 'choose a category etc' (see www.stockshoots.co.uk) to make this more of a home page, while I learn better how to redesign in php! I just want really I suppose the same sort of ble box with the grey band and text at top and some words explaining what it's all about. Sorry if this is more a design thing.
