How do I Enable user comments entry for each photo (and for each album, if possible) for eyeball theme?

Comments are toggled globaly in the groups manager and individually per album in the album properties. Please refer to the docs. This is not theme related at all, moving from "cpg1.3 Themes/Skins/Templates" to "Misc"
