Hi. I learned from Dev Team member, Nibbler, that in 1.4
"the admin can replace the file via FTP and tell Coppermine to re-read file data for that album."

I'll upgrade to 1.4 after the beta version.
I have 1.3 and would like to know if there is a way to do this?
...editing certain Coppermine files?

If you know your way around you could replace the file using your ftp app (keeping the same name) and using the resize utility in admin tools. However, this will not touch the dimensions of the full size pic stored in the database, you'd have to use a tool like phpMyAdmin to directly edit the entry in the database (only recommended for experienced users). There will be no backport of the new functionality that exists in cpg1.4.1 back to cpg1.3.x, and cpg1.4.1 goes unsupported, as it's in beta stage.
To do the backport on your own, you would have to get a copy of cpg1.4.1 and use a diff viewer to compare it to cpg1.3.x and then apply the proper changes to the cpg1.3.x files (again: not recommended).
