Any way to copy/move arrow buttons to bottom of image?

I've been trying to mess with template.php to do this.  Basically, on the image pages I either want the bar with the back and forward arrows copied or moved to the bottom of the image.  I would prefer copied but honestly I don't care either way.  I tried copying it which *worked* except that none of the script functions on the buttons worked.  The buttons would just link to stuff like "{PREV_TITLE}" instead of the ACTUAL previous title.  So then I tried moving it down there and that caused a script error that wouldn't even allow the page to load. 

So I don't know what to do about this.  Does anyone know how to change it?  I just find it annoying for large images after I have scrolled all the way down to view it, in order to hit the next button I have to scroll all the way back up.
