I want to limit the amout of photos allowed in a gallery.

Users will only be allowed to upload 30 images...

is that possible?

I think it would be better to limit by the size of the gallery rather than the number of files.

Is it possible - probably.  It would mean extra coding to achieve what you want - counting the number of files a person has uploaded instead of adding the size of the images.  I don't have the time to look into it; maybe one of the other devs has some spare time.  You can always post your request on the freelancers/paid help board.

There's a mod for 1.2 - http://forum.coppermine-gallery.net/index.php?topic=9009.0. I expect that could be updated to work for 1.3
