Howcome users can't add albums?

When users log in they aren't presented with the opportunity to add their own albums. Is this not possible...?

PS. I have checked and all seems to be properly configered in admin>groups.

didn't realise that users have their own admin page. Sorry for the silly requests..... :oops:
