How to make Users Group able to create PUBLIC albums?

Right now is not any users group, that could create public albums. Only administrators group can. Other users can create albums only within their user gallery.  I'd like for them to be able to create public albums so that people don't have to click User Galleries to view other users' albums. Is there a way to do this? I thought it would be something with permissions but I don't see anything.  Please help!!
