has been requested before (and turned down). We (the coppermine dev team) are reluctant to add any code to the core that will increase email traffic, with spam being such a large issue.
I suggest you review the mods that have been posted that can do what you suggest, since I guess you're not actually suggesting new features for future versions, but that you're looking for support anyway.
