How can I send an auto email to all users

How can I send an auto email to all users when a new member joins?
Ideally, the email would include the first image the new user uploads.

The email needs to say something like

A New Member has joined our site
"Thumb"
"user name"

The recipient needs to click the thumb (or the user name) in the email to open the new users album.

How big is this  ???

Will users have the option not to be notified? I know I would be annoyed to receive such emails.

This will require quite a bit of coding and hack. You may ask someone to do this for you.
