Editing descriptions

Is it possible to allow registered members to edit the photo descriptions of any photo in any album, theirs or not.

If so how can I do it.

No, the registered users can only edit the description of their own photos and not other user's photos.

However it can be acheived by modifying some files but then the problem would be that he will not only be able to change the description alone but edit the whole photo too.
