only the administrator can upload files in each user album

Hello i,m Rafael duncan and i,m from Holland
I have the folowing problem..
I want to have the possibility to upload the photos in the users photoalbum.
But the user should not have the possibility to upload  photos by him/her self.

How can i do that???

Make it so that the group the user belongs to can not upload.
