delete "approval"

my users call me 100 times per day, "please delete my pic, please..." and woud be nice to all users have option "delete" but admin need to approval that delete..

cpg1.4.x will have an admin option that will toggle if users will retain control over their own pics in public albums. Once enabled, there's no extra admin approval before deletion though. Marking as "done".
