Is there any way for me to move the albums within a category to a whole new category ? Also, suppose I want to make different categories but within each category I want the same category...like for example..i have 4 broad categories "countries" but within each country...I want to add "Schools" Can I duplicate the schools category or do I have to manually create the 4 different schools categories ? Also, anyway for users to create "public" albums for different categories ? And how do I move a user from a category ? If they registered in "Main" can I move it to Country - "Asia" for example ?

Users can't create albums in public categories.
There's no mechanism in place to duplicate albums.
Albums can be moved from one category to another, in the album properties dialog.
User can't be moved in categegories, they belong to groups. Changing group membership is done in the "users" admin menu.

I tried moving the albums, is it on the drop down menu to the top right of the album properties page ? Cuz if that is it, I only see other albums that they can be moved to, not other categories. In the album's properties I see User Gallery - beside Album Category. Maybe that is what I want to change, how do I go about changing that ?

Ok...I have realised I can change the album category if I (admin) created the album as a public album. But for user's albums, how do I move them ? I can't move it either, as a user, that is the part I am having problems with.

To do that you have to change it in the database.  This has been explained before how to do it.
Do a search for 'move AND user AND album AND category', and restrict the search for posts done by me.
