user manager problem

Whenever I click the 'Users' link on the Admin bar it gives me a Page Cannot Be Displayed error. I refresh over and over again and occasionally it comes up but then when I try to do something in there (create new member etc) it gives me the error again. It's only happening with this though, not on any other part of Coppermine or any other website.
Any help would be appreciated... :)

I recommend upgrading to 1.3.2.

What OS are you using on your home computer?  What browser are you using?  If you use a different browser or a different computer, do you still have this problem?

I'm on Windows XP and I'm not sure what browser  ???  (what do you mean by this exactly)

A browser is what you use to view web sites. Most likely you are using Internet Explorer since it comes with XP.
