Members do not open the photos

My site has 8000 members, 27000 photos and 2600 albums. However my members do not open the photos (I suppose they only look the thumbnails) and they do not comment the photos. The comments are just 3000 and the views are only 190000. Are those numbers logical? What should I do in order to encourage them to open the photos?  :-\\
