Visitors can upload files (for all albums) - make default

Where would I change the sql insert for new albums to make YES the default. I tried changing the db default but that did not work.

**I did not mean to post this in accepted feature requests.

It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
