Theme files changed on local web?

Hello,

I've decided to use the Rainy Day theme for my gallery.  I just need to change colors at this point.  The instructions say to locate the theme files in the theme directory.  Am I making the changes to the files located on my local web and then they are updated when I publish the web?

Yes update the files locally, test them, then upload the files to your webserver.

If you can develop locally and preview it before uploading, that would be best. It would be embarrassing to make changes without knowing how they will look beforehand.
