Question regarding Users and permissions

Hello, first off I woud like to say great job with CPG! I love it!

Heres my question.
I want to have public accounts where anyone could log into them and upload files into any ablum, I want to make it so I or another Admin has to approve the upload and make it so the public accounts can only upload and not delete or anything else.

Is this possible?
