admin email language

This might also apply to 1.4 but since the language files aren't ready, it's pointless to test. But something to keep in mind.

When someone registers at my gallery using a language of their choosing, I get the email in the user's language, rather than the gallery's--and my--default language.

I think the messages to admin should be in the default language. Otherwise, they're pointless if the admin can't read them.

for future versions, we might consider an additional db field in the user table, where the user's language preference is stored in. This way, we could send all messages according to the user's preference (including admin notifications).

Added user_language field to users table. Needs to be implemented carefully for the functions that send emails, as this will  only work when not bridged. Work in progress.
