Admin create Category > user create Album under Category

Unless I am missing something, it looks like users can only create albums under "User galleries"

I have a Social group with members from across the World.
Members host events/socials in there geographic area.
Users currently submit photos and member attendance list along with a description of what happened.

I see it is already possible to nest categories.

It would be great if I could set up a skeleton Category structure like


USA
  South Dakota
  Ohio
     Cleveland
  Georgia
     Atlanta
  etc..

Canada
  Alberta
  etc..

And users could create albums under the Category appropriate to their location.

Like

USA
  South Dakota
  Ohio
     Cleveland
        (User created Album) July 4th 2002
  Georgia
     Atlanta
  etc..

yes, this function is very very importance. but I preview cpg1.41 beta still no support this function. :\'(
