Limiting albums

Why can't one limit the number of albums created by user?  I've looked everyone and can only see where you can limit the space...but then they can create a lot of albums and  but then limiting the space defeats it's purpose.

why? The quota is not by album, but by total file size uploaded by a user. If a user creates lot's of albums, he still won't be able to upload more bytes than what the quota allows him to.

I understand that, but I do not want them creating multiple albums.  I'd like for each user to have only one album.
