Need to post instructions under links

I'd like to paste "Only registered users may upload photos" underneath the header links. I'd like to paste this in the color red. I do not want this to link to anything, just for informational purposes. Can someone please help me with the coding? ???

What do you mean by header links?  Do you mean the menu links?

just edit themes/yourtheme/template.html and add any text you can think of that is meant to be displayed permanently (on all pages) wherever you can think of.
