Theme is not showing properly

it is getting the layout of the page correct but its not using the stylesheets or images

anyone know why?

Not sure what you mean. The stylesheet is there. Maybe you need to refresh your browser. Maybe you should tell us what to look for to know what is wrong.

btw, holding ctrl in firefox DOES make it so it doesn't load from the cache?

Try using lowercase:

Your folder is named with lowercase boyz
