Error when activating account

I have "Allow new user registrations" and "User registration requires email verification" both turned on, and those work fine.  I received a copy of the email that was sent to the user, and that looked fine too.  But the problem happens when either they or I click on the link to activate the account.  We get an error page that says "You don't have permission to access this page. "  Is this by design so that only admins can activate the account?  And if so, how can I change this message so that it actually states that they need to wait for an admin to activate the account.

be carefull when you click on the activation link on your machine: you mustn't be logged in (neither as admin nor "regular" user). Please create a test user account and copy'n paste the contents of the activation mail you receive into a posting here.

I was able to fix the problem.  Looks like I needed to change register.php to point to my https site.  Also, being logged in as admin might've made a difference too.
